Kasese DPAC blames accounting officers for slow recovery of PDM funds

There has been a reported slow recovery of funds disbursed under the Parish Development Model (PDM) in Kasese District.

The Chairperson of the Kasese District Public Accounts Committee, Mr Kato Soro, attributed the slow recovery of PDM funds to accounting officers, whom he said failed to formally notify PDM parish committees to begin recovering the money after the expiry of the Presidential grace period in December 2024.

Speaking to Kasese Guide Radio shortly after the district’s first and second quarter audit review meeting for the 2025/2026 financial year at the district headquarters in Rukoki yesterday, Mr Soro urged accounting officers to step up efforts to ensure beneficiaries repay the funds, warning that legal action could be taken against defaulters if voluntary recovery efforts fail.

The Parish Development Model (PDM) was rolled out in Kasese District in October 2021, with more than 800 million shillings disbursed to beneficiaries across various parishes.
