Lukwago delivers city address, legal department ranked lowest

The Kampala Lord Mayor, Erias Lukwago, yesterday in a special city sitting, delivered the state of the city address in Kampala. The meeting was attended by the KCCA speaker, KCCA deputy executive director, mayors, councilors, among others.

While giving his address, the Lord Mayor said that they have been able to achieve 35.5% . “Comparing to our master strategic plan of five years, our overall performance is 35.5%. This means that we have performed below average. The reason is that we were supposed to receive Uganda Shillings 10 trillion the past fives years, but we’ve just received Uganda Shillings 3 trillion. This was agreed upon in 2020 with the then minister of Uganda, Dr. Ruhakana Rugunda,” he said.

Lukwago added that most of the things which were supposed to be implemented required funds, that is why the bigger percentage has not been implemented due the resource envelop they are given by government. “When it comes to road construction, we managed to implement only 3 projects. We have 1104 kilometer of roads and we managed to work on 609 kilometers and recently made it 770 kilometers. This is good. However, the drainage master plan have not been handled. Kitezi landfill should be closed and victims compensated,” he said.

Concerning the leadership of the city, Lukwago said that the 147 elected leaders in Kampala are too many including the ones that are just appointed by the appointing authority. The least performing department was the legal department. The Kampala Capital City Authority (KCCA) speaker, Zahrah Maala Luyirika, said a lot needs to be done.

The deputy KCCA speaker, Nasur Masaba, said those who think that they have not performed their roles, should first understand what the roles are before accusing them of not performing. “I think we should be judged in regards to our responsibilities. Which among others, is to enact and pass laws. This term, we have so far passed almost 6 of them. The challenge we have, is with the Attorney General who changes what we have passed. We are remaining with two laws; one is for the Bodabodas and the other is for the markets,” he said.
