Victoria University (VU) has officially inaugurated its University Tribunal during a ceremony held at Speke Resort Munyonyo, marking a major step in strengthening governance, discipline, and conflict resolution at the institution. Tribunal members took their Oath of Office before Buganda Road Court Magistrate His Worship Ronald Kayizzi, who presided over the swearing-in as Commissioner of Oaths.
The event was attended by the University Director and Chairman of the Board, Dr. Sudhir Ruparelia, members of the University Council led by Jay Sakaria, senior management, staff representatives, student leaders, and Vice Chancellors from partner universities.
Magistrate Kayizzi emphasised that the tribunal is now the first point of reference for all internal disputes. He warned that cases taken directly to national courts without first going through the tribunal may be dismissed with costs. He noted that the tribunal will offer a fair and timely mechanism for handling administrative and academic conflicts.
The newly formed tribunal brings together representatives from all major constituencies of the university. The members include Mr. Elisha Bafirawala as Chairperson, Ms. Nassuuna Rebecca Irene as Secretary, Rt. Hon. Gizamba Calvin representing the student body, Dr. Bill Nkeeto representing academic staff, Mr. Vikrant Jha representing administrative staff, Dr. Harriet Mimi Uwineza representing the Senate, and Dr. Mary Kanyiginya Tizikara representing the University Council.
Vice Chancellor Prof. Lawrence Muganga said the establishment of the tribunal strengthens accountability and aligns the university with international governance standards. He described the tribunal as an important safeguard for fairness, academic integrity, and institutional discipline.
The University Chancellor, Professor John Opuda-Asibo, advised the members to make evidence-based decisions, issue proportional judgments, and ensure a clear right of appeal. He highlighted the importance of confidentiality and sensitivity to vulnerable groups, including persons with disabilities and individuals with language limitations. He also reminded the tribunal to work within legal frameworks such as the 1995 Constitution of Uganda, the Universities and Other Tertiary Institutions Act, the University Council Charter, and institutional policies.
According to the Chancellor, the tribunal’s mission is to promote justice among students, staff, and administrators by ensuring fair hearings and appropriate disciplinary or corrective measures. The event ended with a pledge from the tribunal leadership to uphold integrity, impartiality, and professionalism. Chairperson Elisha Bafirawala assured the university community that the tribunal will offer an effective and respected platform for resolving disputes.
