Explain the purpose behind the ongoing heavy security deployment and vehicle searches across Kampala.
While addressing the press at the party headquarters on Katonga Road on Monday, March 23, 2026, Michael Lulume Bayiga, the PFF Deputy President in charge of Buganda, said citizens deserve to understand the intentions behind the increased security presence and be involved where necessary.
Dr. Lulume noted that although tightening security is important, unexplained deployments risk causing panic and fear among the public.
“As PFF, we respect the duty of the government to keep the country safe. However, we deserve the right to know the purpose of the heavy military deployment. What are they looking for exactly? Stopping vehicles causes unnecessary traffic congestion and anxiety. Could there be preparation for an internal conflict?” he asked.
He also criticized the alleged forced eviction of street vendors without a clear resettlement plan, noting that many vendors contribute to national development through taxes.
“We respect the responsibility of local governments to maintain trade order and organize communities. But we must also be sensitive to the fact that these hard-working people are trying to earn a living,” Lulume added.
In response, Minsa Kabanda, the Minister for Kampala, said the ongoing crackdown is part of a broader, long-term strategy to modernize the city. She explained that the initiative aligns with plans to transform Kampala into a smart city, which includes clearing and reorganizing public spaces.
Meanwhile, security leaders have defended the heightened deployment, describing it as a proactive measure aimed at maintaining order, preventing crime, and averting potential violence. However, some political analysts argue that an increased security presence could intimidate sections of the public, even as officials insist the operations are intended to ensure public safety.
