District, city, and municipal education and health officers convened today at the Imperial Royale Hotel in Kampala to deliberate on emerging issues affecting service delivery at the local government level and their implications for the population.

The meeting brought together officers from across the country to agree on practical strategies for improving education and health outcomes within the framework of decentralisation.

According to the organisers, the main objective was to strengthen collaboration and ensure that local governments deliver efficient, high-quality services. Key discussions centred on decentralisation, service delivery, and Uganda’s broader socio-economic transformation agenda.

The specific areas of focus included:

  • Promoting ethical behaviour and adherence to the code of conduct in public service.
  • Improving learning outcomes in education service delivery.
  • Mainstreaming HIV/AIDS in local government planning and budgeting processes.
  • Enhancing inspection, supervision, monitoring, and evaluation of services.
  • Implementing education and health care policies and reforms to improve outcomes.

The meeting also provided a platform for officers to share new developments and innovative strategies for decentralised service delivery under both the education and health sub-programmes.

At the close of the discussions, participants resolved to compile key recommendations, which will later be disseminated to relevant stakeholders to guide policy and practice at the local government level.
