Museveni swears in new inspector general of government and principal judge

Following the expiry of the tenure of former Inspector General of Government (IGG), Hon. Betty Kamya, President Yoweri Museveni yesterday presided over the swearing-in of the newly appointed IGG, Hon. Lady Justice Aisha Naluzze, at Mbale State Lodge. Justice Naluzze took the oath of office alongside her deputies, Ms. Anne Twinomugisha and Ms. Patricia Achan.

Others sworn in included Hon. Lady Justice Frances Abodo, who assumed the role of Principal Judge, and Mr. Lino Anguzu, who replaces Abodo as the Director of Public Prosecutions.

In his remarks, President Museveni congratulated the appointees and urged them to intensify the fight against corruption.
“I congratulate you on ascending to these high offices. I am glad you are young people. I know some of you personally and have followed your record you seem not to be corrupt,” he said.
He added that although the National Resistance Movement (NRM) reformed the army to eliminate corruption, challenges remained in civil service structures inherited from colonial systems, which he described as “corrupt and non-patriotic.”
“The judiciary, the police, even Parliament suffered the same problem until we started getting new people more aligned with our ideals,” he added.

The President further cautioned against promoting impunity, saying, “When a thief disturbing the village gets bail, the villagers cannot understand. You are in conflict with the population straight away.”
He concluded by congratulating the new appointees and wishing them success in their duties.

The ceremony was attended by the Secretary to the Cabinet, Ms. Lucy Nakyobe; the Attorney General, Hon. Kiryowa Kiwanuka; and the Deputy Chief Justice, Dr. Flavian Zeija. Dr. Zeija praised Justice Abodo, saying she “promoted plea bargaining with passion,” expressing confidence that she would deliver effectively in her new role.

It should be noted that Ms. Twinomugisha and Ms. Achan previously served as deputies to Hon. Kamya, whose contract was not renewed. The new appointments come at a time when Uganda faces significant challenges in combating corruption, with the annual IGG report estimating that the country loses approximately UGX 10 trillion every year to corrupt practices
