Amolatar to Verify enrollment before releasing full third-term capitation grants to schools

The Education Department in Amolatar District will conduct a comprehensive headcount verification before releasing full third-term capitation grants to schools.

The District Education Officer, Mr. Obote Peter, announced the plan on Wednesday, September 16, 2026.

He said the exercise is intended to establish accurate enrollment figures and prevent accountability challenges with the Ministry of Education.

Mr. Obote explained that the previous headcount was affected by the early closure of several schools, especially secondary schools.

As a result, the department could not release full capitation grants because student numbers had not been verified.

The department therefore released only partial funding pending confirmation of the actual enrollment figures.

The District Education Officer also called for uniform cost structures among schools within each subcounty.

He said this would complement government funding and prevent government-aided schools from introducing different tuition charges.

Mr. Obote added that the headcount report would be submitted to subcounty and district councils for approval.

Once approved, the report would serve as an official operational document for planning and funding.

The department also plans to organize a professional development seminar for teachers to address performance gaps and improve classroom instruction.

Meanwhile, the District Inspector of Schools, Mr. Ogweng Ronald, said the rising cost of food is affecting third-term enrollment.

Although enrollment remains fairly stable, he noted that many parents are struggling to provide food for their children, making it difficult for them to return to school.

Mr. Obote commended the community baraza organized by the district, saying it had contributed significantly to improved pupil and student enrollment.

He urged parents to send their children back to school, reminding them that the baraza resolved that no learner should be denied enrollment because of school fees.

He further noted that the third term is short and mainly dedicated to learners in promotion classes.
