Oyam District performs strongly in restocking programme in Lango sub-region

Oyam District has achieved 100 per cent implementation of the restocking programme for the 2025/2026 financial year.

Addressing our reporter yesterday at his office, Nelson Adea Akar, also known as Mogo-amoga, the LC5 Chairperson of Oyam District, highlighted the progress.

In his remarks, Adea said that out of 1,184 selected beneficiaries across 74 parishes in Oyam District, 984 have already received restocking funds of UGX 5,000,000 each. He added that the remaining 200 beneficiaries are currently being processed, with implementation at about 60 per cent, nearing completion of the first batch.

Adea urged beneficiaries to use the funds strictly for purchasing cattle, stressing that the money is not intended for any other business activities.

He further noted that Oyam District entered the new financial year on a positive note, with no funds returned to the Uganda Consolidated Fund in the previous year. He explained that UGX 106 million from the education department, which had initially been earmarked for return, was instead reallocated to purchase desks for schools to reduce overcrowding and pupils sitting on the floor. Similarly, funds from the works department were redirected towards road upgrades within the district.

On other programmes such as the Parish Development Model (PDM), Adea called on local leaders to ensure fairness by avoiding nepotism and ensuring equitable beneficiary selection. He commended the Government of Uganda and Parliament for increasing the restocking budget from over UGX 80 billion last financial year to UGX 100 billion this year, benefiting the Lango, Acholi and Teso sub-regions.

Concluding his remarks, Adea announced that Oyam District will fully utilise the UGX 2 billion allocated for road maintenance and rehabilitation in the current financial year. He emphasised that improving the district’s road network remains a key priority to support wealth creation across all areas of Oyam.
