Hon. Santa Alum Ogwang, also known as Alum Sandra Ogwang Santa, is the Woman Member of Parliament for Oyam District under the Uganda People’s Congress (UPC).
In May 2026, she was appointed Minister of State for Economic Monitoring in the Office of the President.
She was born on 2 December 1972 in Oyam District, Northern Uganda, and is 53 years old.
Alum Ogwang studied at Anai Primary School, Ikwera Girls Secondary School, and Bombo Senior Secondary School. She later joined Makerere University, where she earned a Bachelor’s degree in Library and Information Science in 1998 and a Master’s degree in Gender Studies in 2010.
Her career began as a teacher at Almond College in 1998 and later as a data entrant at Makerere University. She served on the Oyam District Public Accounts Committee from 2006 to 2010 before entering Parliament in 2011.
In Parliament, she is the UPC Party Whip, sits on the Business and Agriculture Committees, and is active in the Uganda Women Parliamentary Association (UWOPA) and the Uganda Parliamentary Forum on Social Protection (UPFSP).
As Minister of State for Economic Monitoring, she oversees government projects, policy implementation, and economic performance to ensure transparency and accountability.
She has championed health, infrastructure, and community development projects in Oyam District, including upgrading Anyeke Health Centre IV into a General Hospital, securing ambulances, organizing dental health camps, and supporting electrification and youth initiatives.
Hon. Alum Ogwang is widely recognized for her compassionate leadership and strong presence at community and family events.
