The Minister of State for Economic Monitoring in the Office of the President, Hon. Santa Alum Ogwang, has raised serious concern over the persistent delays affecting key road infrastructure projects within Entebbe Municipal Council.
During a follow-up monitoring visit, the Minister expressed dissatisfaction with the slow pace of work and directed that contractor performance be subjected to closer scrutiny.
According to the monitoring report, two major road contracts are severely behind schedule:
The report revealed that the project has achieved only 21 percent physical progress against a planned 65 percent, despite approximately 81 percent of the contract time having already elapsed. The delays have been attributed to inadequate mobilisation of essential equipment by the contractor, a challenge that persisted despite prior commitments and the payment of mobilisation funds.
In response to these setbacks, Hon. Alum Ogwang tasked the Municipality and supervising consultants to take immediate corrective action. She directed the authority to provide revised work programmes with measurable short-term targets, strictly enforce contractual obligations, and address outstanding environmental and public-safety concerns.
To ensure accountability, the Minister announced that a follow-up monitoring exercise will be conducted within the next two weeks to verify actual improvements on the ground.
The directive underscores government’s commitment to ensuring that public infrastructure projects are implemented efficiently, transparently, and to the benefit of Ugandan citizens.
