The Deputy Resident District Commissioner of Oyam, Francis Behangana, has intensified monitoring of health facilities across the district to strengthen service delivery and ensure accountability in the use of Primary Health Care (PHC) funds.
His oversight visits are aimed at evaluating how health workers attend to patients, how facilities are managed, and whether medical equipment is properly maintained to serve the community effectively.
In his latest supervision, Beahngana inspected Okwir Health Centre III in Iceme Sub County, Agulurude Health Centre II in Loro Sub county, Atipi Health Centre III in Acaba Sub county, and Atura Health Centre III in Aber Sub county.
At each facility, he interacted with health workers and administrators to assess patient care, financial accountability, and the state of medical infrastructure. He emphasized that PHC funds must be used transparently and directly for the benefit of the local population, warning that mismanagement or diversion of resources will not be tolerated.

The Deputy RDC underscored the importance of maintaining medical equipment and ensuring that facilities remain functional, particularly in rural areas where access to healthcare is limited. He pointed out that the health sector continues to face challenges such as drug shortages, inadequate staffing, and poor infrastructure, including roads leading to health centres.
He stressed that these issues must be addressed urgently to improve healthcare delivery and restore public confidence in the system.
Behangana pledged to continue monitoring health facilities throughout Oyam District, identifying challenges and working closely with district leadership to find solutions. His commitment reflects government determination to strengthen health systems at the grassroots level, ensuring that citizens receive quality medical services and reinforcing accountability among health workers.
In his conclusion, Behangana called on the in-charges of the different health facilities to make the best use of PHC funds and encouraged them to sit as teams to come up with budgets for rehabilitating health facilities, particularly where potholes are developing in buildings such as Atura Health Centre III.
He also cautioned health workers against asking patients for money, stressing that such practices amount to corruption.

This ongoing exercise demonstrates the resolve of the Deputy RDC to safeguard public resources, improve healthcare standards, and guarantee that every resident of Oyam District has access to reliable medical services.
