Kwania District Woman Member of Parliament Auma Kenny has asked the Ministry of Health to explain when the newly constructed theatre at Nambieso Health Centre III will be equipped and when the facility will be upgraded to Health Centre IV.
Raising a Matter of National Importance on the floor of Parliament on Thursday, October 22, 2026, Auma said the government had appropriated UGX 500 million for the construction of the theatre, which has since been completed.
However, she questioned the delay in equipping the facility, saying the availability of the building alone was not enough to deliver the intended health services to the community.
“We are happy that the theatre was constructed. My question is, when will the theatre be equipped, and when will this Health Centre III be upgraded to Health Centre IV?” Auma asked.
The legislator’s concerns highlight the need to ensure that investments in health infrastructure are matched with the necessary medical equipment, personnel and other resources required to provide services to patients.
Upgrading Nambweso Health Centre III to Health Centre IV would also require the relevant government authorities to clarify the plans, funding and administrative steps necessary to facilitate the transition.
Responding to the concerns, State Minister for Health in charge of General Duties Hanifa Kawooya said the Ministry had taken note of the issues raised and was profiling health facilities that require equipment.
“We have taken note, and we are profiling all the facilities that need equipping. We shall come back and respond,” Kawooya said.
The minister’s response did not specify when Nambweso Health Centre III would receive the equipment or when a decision would be made regarding its proposed upgrade.
The outstanding questions are therefore when the theatre will become fully operational and whether the Ministry of Health has a defined timeline for upgrading the facility to Health Centre IV.
For residents of Kwania District, the timely operationalisation of the theatre could help improve access to surgical services and reduce the need for patients to seek care at more distant health facilities.
The Ministry of Health is expected to provide further clarification on the equipment requirements and the proposed upgrade following its assessment of facilities in need of support.
Nambieso HCIII Kwania is a government-run medical facility located in Nambieso Sub-county, Kwania County, Kwania District (formerly Apac District), in Northern Uganda.
The facility receives more than 200 patients weekly from the sub counties of Nambieso, Ayabi, Ayabi town council and the neighboring districts of Amolatar and Dokolo according to the Out Patient Department (OPD) Report.
