Hon. Patrick Ogwang Obura, Member of Parliament for Oyam County South Constituency, has officially declared his interest in serving as Deputy Speaker of the 12th Parliament of Uganda. His announcement has been received with optimism by many within the National Resistance Movement (NRM), who view his candidacy as both timely and credible.
Ogwang, a seasoned NRM cadre, brings with him more than 15 years of service within the party structures, having risen through the ranks to management level at the NRM Secretariat. His long-standing commitment to the Movement has earned him a reputation for loyalty, discipline and ideological consistency. Supporters argue that his candidacy reflects institutional memory and organisational discipline — qualities regarded as essential for steering Parliament at a time when reputational realignment and renewed public confidence are urgently needed.
In his declaration, Ogwang emphasised that his leadership theme, “Together We Speak and Act”, reflects a vision of unity, fairness and principled leadership. He pledged to guide the House with maturity and sincerity, ensuring that government policies and legislative business are handled effectively in the national interest. His commitment to advancing the NRM Manifesto 2026–2031 underscores his focus on socio-economic transformation, accountability and people-centred governance.
Observers note that Ogwang’s candidacy strongly resonates with the NRM’s core values of patriotism and national service. His promise to prioritise constructive debate, discipline and unity within Parliament has been welcomed by colleagues who believe he can help restore public trust in the institution. Many within the caucus see him as a bridge-builder who understands both parliamentary procedure and Uganda’s broader strategic priorities.
Should the NRM Central Executive Committee (CEC) and the Parliamentary Caucus endorse his bid, Ogwang is expected to bring a fresh yet experienced voice to the leadership of Parliament. His candidacy is being described as one that combines institutional knowledge with a forward-looking vision for Uganda’s legislative agenda.
As the race for Deputy Speaker unfolds, Hon. Patrick Ogwang Obura’s name is increasingly being mentioned as that of a frontrunner whose leadership could mark a new chapter for Uganda’s Parliament — one defined by unity, discipline and service to the people.
