UTC Lira Play Ground Upgrade Begins Under Dwog Pacu foundation with support from LPG

Speaking at the event, Chris Ogwang Alele, Projects Coordinator, UTC Lira, said UTC has two football pitches where damping has already been done by the Akii-Bua team
“The total cost of this phase is One hundred and twenty-nine million shillings five hundred and seventy thousand ( 129, 570,000 UGX) “We thank the Akii-Bua team for bringing the soil that will help us reduce the cost. We also thank the Dwog Pacu team for lobbying the material (soil) from the Akii-bua construction site .” Alele said.

Scope of Work

Ground clearance and leveling of the entire pitch , installation of Perimeter fence, drainage management,Raising spectator stands, Leveling and compaction, with grass planting. Future plans includes upgrading to a Pavilion, Blocking off adjacent areas and raising them, “said Chris Ogwang Alele the Project Coordinator UTC Lira.

Alele notes the project will take less than one month, with the only possible delay being delivery of soil.

He added that UTC Lira, as a government institution, is set to become a great sports centre, but called for improvement around the “dilapidated buildings” surrounding the facility.
While, Ojuka David Ongom, who will lead supervision, assured members of quality work within the agreed scope.

Emmy Egole Lawrence, Resident City commissioner (RCC)Lira who was present at the time of the Ground breaking Ceremony, applauded Chief Guest Hon. Patrick Ogwang Obura, MP Oyam South and Chairperson Lango Parliamentary Group for honoring the event despite other commitments.
“When you are Chairman of Lango MP Group, you are chairman of Lango. There are so many talents in Lango, we just need to bring them together,” he said.

He also recognized Ebuk Samu known as Sam Samu for his Passion for sports and thanked the Dwog Pacu foundation team always through their Chairman Kenneth Okwir Kaunda “Sports are very expensive, but you people have pushed on despite the cost Egole emphasized
Facilities like Akii- Bua belongs to National Council of Sports and hiring is not easy. “That is why we need UTC to work,” RCC Egole added.

Ayo, one of the Excom Lango Super Fans Representative and Boda Boda Rider said Boda Boda Association recently organized a tournament in one week and has agreed to preach peace in Lango.
Ayo added that, as Boda Boda Association they always welcome any government initiative and requested support for football uniforms for 24 Boda Boda teams. He also appeals to Lango Parliamentary Group to support the Lango Super Fans for their efforts always .

Hon. Patrick Ogwang Obura MP Oyam South who was the Chief Guest at the Ground breaking Ceremony on Saturday 8th August 2026 said , he was moved by the love for sports shown during the Dwog Pacu Cup tournament.
“In our community we need activities that bring us together. On that day, some players were suffering from injuries due to the poor state of the pitch at UTC “We appreciate this development of upgrading the play ground by Dwog Pacu foundation with support from Lango Parliamentary group,” he said.

He announced that next week, Lango Parliamentary Group will visit Akii-bua Stadium and applauded the President of Uganda Yoweri Museveni for considering their request for the construction of Akibua stadium.

Obura also noted issues with access roads and facilities at Akii-Bua and said the inspection will be done on Monday. He requested the RCC to allow the Dwog Pacu committee to join the inspection.
“As Lango Parliamentary Group, we always work as a team and put aside political differences. Dwog Pacu should do the same and concentrate on sports development. Within the next 5 years, through lobbying, we shall improve these buildings,” he pledged.

To the contractor, he said: “Do everything possible so that next time fans can have good seats and be comfortable.”
Hon. Ogwang also donated 20 footballs and sets of uniforms to Boda Boda teams, and warned riders against ferrying thieves at night.

To the UTC Principal Who requested any support towards delapedaeded houses at the college, The Chairperson Lango Parliamentary group advised the management of the college to Write a letter to Lango Parliamentary Group about the challenges informing the group so that as One group they can lobby to improve the roofs.

As he concludes, “Lango can still produce the best talents. We must have love for football and support its development willingly.”

The ground breaking marks the start of efforts to transform UTC Play Ground into a modern sports hub for Lango.
