Ex-defense secretary arrested in Lira city over alleged forgery and impersonation

LIRA CITY — Police in Lira City East Division have arrested Jacob Ogwang, a former LCI defense secretary of Angwet Angwet A Cell, over allegations of forgery and impersonation after he was caught issuing official documents using a local council stamp.

The suspect’s arrest follows a formal complaint lodged by Moses Okwir, the current LCI Chairperson of Angwet Angwet A Cell.

According to preliminary police reports, Ogwang allegedly issued official LCI introductory letters to two local residents, Jennifer Angom and Shallot Akello, on Tuesday, September 15, 2026. The letters, which bore an official LC1 stamp, were intended to introduce the two women to a microfinance institution operating within Lira City.

However, after receiving the documents, the women were alerted by fellow residents that Ogwang was no longer a member of the local council leadership. They were advised to present their documents to the legitimate LCI Chairperson, Moses Okwir.

Upon receiving the unauthorized letters, Okwir immediately alerted the police, leading to Ogwang’s swift arrest.

SP Patrick Jimmy Okema, the North Kyoga Regional Police Spokesperson, confirmed the incident, stating that a case of forgery and impersonation has been registered against the suspect.

“The suspect was initially detained at Angwet Angwet Police Station before being transferred to Lira City East Division Police Station,” Okema said. “Plans are underway to secure a search warrant for his residence to recover relevant exhibits.”

Police confirmed that the case file will be submitted to the Resident Chief State Attorney for legal review and guidance once investigations are complete.

Following the arrest, the police issued a strong warning to former local council officials against engaging in illegal administrative acts or misleading the public.

“This is a very serious offense. We advise all former LC1 officials to refrain from issuing unauthorized documents or executing illegal duties. Anyone found engaging in such acts will face the full force of the law,” Okema warned.
