​As Uganda marks its 64th Independence Anniversary under the national theme, “Embracing our sovereignty with hope and visionary leadership,” we gather not merely to perform a annual ritual of statecraft, but to forcefully reassert the dignity, authority, and destiny of the Ugandan people. Independence is neither an accidental artifact of history nor a self-sustaining luxury; it is an active political covenant. It demands that we honor the architects who broke colonial chains while fearlessly safeguarding the socio-economic order that guarantees our survival in a modern, competitive world.

​The Foundation: Honoring the Fathers of Sovereign Statehood

​No nation builds a lasting future by erasing its foundations. As we raise our national flag at 64, we pay solemn, unreserved homage to the founding fathers of our republic. In a special way, we recognize the historical role played by statesmen like Dr. Apollo Milton Obote, whose leadership ushered Uganda into political independence on October 9th, 1962. His generation broke the formal shackles of foreign subjugation, giving Ugandans the fundamental right to govern themselves and assert their place among the sovereign nations of the earth.

​Yet, as history painfully recorded, the post-1962 era was quickly crippled by structural fragility, militarism, and political disorientation. The political freedom handed down by our founders was an essential starting line, but without security, constitutional stability, and economic substance, sovereignty remained a promises unfulfilled.

​The NRM Realignment: From Fragile Freedom to Unshakeable Economic Sovereignty

​The decisive turning point came in 1986. Under the strategic, battle-tested leadership of H.E. President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) did not merely take power—it re-anchored the Ugandan state. President Museveni systematically pacified the nation, restored institutional legitimacy, and laid down an ideological framework that transformed Uganda from a fractured, recovering state into a formidable regional power.

​Today, under President Museveni’s visionary leadership, our generation’s task has evolved from securing political freedom to enforcing economic sovereignty. True independence means producing what we consume, processing what we harvest, extracting maximum national value from our natural resources, and engaging global markets from a position of economic strength:

  • ​Pillar Infrastructure & Energy: From a modest 1,370 km of tarmacked national roads in 1986 to over 6,287 km of paved arterial highways today, the NRM has physically knitted the country together. With a grid generation capacity now standing at 2,098 MW—yielding a 750 MW surplus at peak demand—alongside strategic cross-border assets like the Standard Gauge Railway (SGR) plan and the East African Crude Oil Pipeline (EACOP), Uganda is deliberately constructing the industrial backbone needed to power a $500 billion economy by 2040.
  • ​Industrialization & Value Addition: The era of surrendering our wealth through raw material exports is coming to a firm close. Under the NRM’s Tenfold Growth Strategy, localized processing in strategic commodities—such as coffee (earning over $2.3 billion annually), cocoa, grain, and dairy—is retaining billions of dollars, technical skills, and industrial jobs inside Ugandan borders.

​Grassroots Empowerment: Wealth Creation at the Parish Level

​A sovereign nation cannot be built on the backs of a impoverished peasantry. Wealth must reside in the hands of the ordinary Ugandan household. This is why the NRM government deliberately shifted the frontier of economic transformation directly to the grassroots through targeted wealth-creation initiatives:

  • ​The Parish Development Model (PDM): PDM is a structural revolution. By channeling capital directly to the parish—the lowest administrative unit of governance—the government has bypassed bureaucratic bottlenecks to directly capitalization subsistence households into active commercial enterprise.
  • ​The Emyooga Initiative: By funding specialized socio-economic clusters—ranging from bodaboda operators, artisans, and tailors to youth and women entrepreneurs—Emyooga has democratized credit, built a culture of financial discipline, and stimulated local economies.

​Here in Lira District and across the Lango sub-region, these initiatives are actively increasing household incomes, dismantling generational poverty, and turning former subsistence farmers into active participants in the money economy.

​The Integrity Campaign: Cleaning Up Public Administration

​Socio-economic transformation cannot survive alongside public graft. Every shilling stolen from a government program is a direct attack on our national sovereignty. As we commemorate 64 years of statehood, the fight for economic independence must be matched by an unrelenting war on corruption.

​We strongly applaud and align ourselves with the aggressive anti-corruption campaign currently being spearheaded across local government structures by leaders like State Minister Balam Barugahara Atenyi and Senior Presidential Advisor Justine Nameere. Their relentless, hands-on exposure of administrative rot, institutional leakages, and official impunity echoes President Museveni’s direct mandate to enforce zero-tolerance for corruption. Clean governance is not an option; it is an absolute condition for development.

​A Call to Duty: Accountability and Civic Responsibility

​As Assistant Resident District Commissioner, my message on this 64th Independence Anniversary is clear and uncompromising:

  1. ​To Civil Servants and Local Government Officers: Public office is a trust, not a personal entitlement. Resources earmarked for PDM, Emyooga, health centers, schools, and roads belong exclusively to the citizens of Uganda. Public officers who attempt to siphon, delay, or mismanage these resources will be hunted down, exposed, and dealt with under the full force of the law.
  2. ​To the Citizens of Lira District and Lango: Sovereignty belongs to you. I call upon every citizen to aggressively embrace government wealth-creation programs, monitor public projects in your areas, and boldly expose corrupt officials. You are the ultimate guardians of public service delivery.

​Let us mark 64 years of independence with renewed patriotic pride. Let us honor the memory of our fore farthers and our founding heroes by guarding the peace, economic infrastructure, and wealth-creation networks established under the leadership of President Yoweri Kaguta Museveni.
