The Speaker of Kitgum Municipality, Hon. Nokrach Regan, has called for an improved and liberalized system of collecting locally raised revenue to facilitate municipal activities.
Hon. Nokrach made the remarks during the full council meeting held at Bomah Hotel in Kitgum Municipality for the approval of the 2026/2027 financial year budget.
He noted that in the previous financial year, Kitgum Municipality collected only UGX 663 million in local revenue out of the planned UGX 1 billion target.
The Speaker also urged the Senior Town Clerk and the municipal technocrats to strengthen trade order in Kitgum Main Market. He said many traders are operating outside the main market, making revenue collection difficult.
He further called for the strengthening of the IRAS revenue collection system, where all payments are made through banks instead of handling cash during revenue collection. He added that traders operating outside Kitgum Main Market should be directed to return and operate from inside the market.
While speaking during the council session, Hon. Nokrach also raised concern over the non-functioning solar street lights in Kitgum Municipality. He revealed that about 6.3 percent of the street lights are not working and asked the Town Clerk together with the engineering department to ensure they are repaired.
According to the Speaker, criminals are taking advantage of the darkness caused by broken street lights to break into people’s homes at night.
